PROBLEM TO BE SOLVED: To provide a dynamic image decoding technology capable of improving a prediction accuracy of a predicted motion vector and improving an encoding efficiency.SOLUTION: A coupling motion information candidate list construction part 162 generates a coupling motion information candidate list by using a space coupling motion information candidate and a time coupling motion information candidate. A second coupling motion information candidate replenishment part 165 generates a new coupling motion information candidate including a reference index in the case that the reference index indicates an available reference picture, or including a predetermined reference index in the case that the reference index does not indicate an available reference picture, together with a motion vector having a preset magnitude and direction, and adds the generated new coupling motion information candidate to the coupling motion information candidate list. A coupling motion information selection part selects one coupling motion information candidate from the coupling motion information candidate list to which the new coupling motion information candidate is added, on the basis of a decoded specific index, as motion information for a prediction block of a decoding target. |
