<p><P>PROBLEM TO BE SOLVED: To obtain a corrugated cardboard having a flame-proofing effect, which is provided for by Fire and Disaster Management Agency. <P>SOLUTION: An inorganic layer 12 containing either one of calcuium carbonate, kaolin, and titanium dioxide is laminated on a paper layer 11, and having a flame retarder consisting of a phosphorus-nitrogen complex compound applied to part other than the inorganic layer.
