<p><P>PROBLEM TO BE SOLVED: To provide a technique for controlling execution of an assist process in accordance with an operation state of each virtual machine in a virtual machine system. <P>SOLUTION: In each VM 13, an assist process 133 is activated when the VM 13 is in a low-load state over a long period. A dummy process 134 waits for a control instruction from the outside when the VM operates in an idle state, and executes processing using a predetermined amount of resource at predetermined time intervals when the VM operates in an active state. In a virtual machine control unit 122 of a hypervisor 12, an acquisition unit 123 acquires information on a use state of the resource by each VM 13. A determination unit 124 determines that the VM 13 using the resource equal to or more than a set reference value is a high-load VM 13.
