A base (10) including multiple heating pipe protective columns (12) protruding upward from the top surface of a rectangular base plate (11) at predetermined intervals and cushion upper plate fitting holes (13) on one heating pipe protective column (12) positioned at corners of the base plate among the multiple heating pipe protective columns (12) is formed by compressing concrete or soft rubber or molding using a plastic material. A rectangular upper plate (21) including cushion plate fitting grooves (21b) formed upward from the flat underside at a predetermined depth and fitting pins (21c) formed downward from the top surface of the cushion plate fitting grooves (21b) to be fitted into the cushion upper plate fitting holes (13) of the base (10) and fitting holes (22c) of a rectangular cushion plate (22) is formed by molding using a plastic material or compressing an aluminum sheet. The number, diameter, and intervals of cushion plate protruding bodies (22b) protruding from the underside of the rectangular cushion plate are identical to those of the multiple heating pipe protective column (12) of the base (10). The cushion upper plate fitting holes (22c) are formed on the cushion plate protruding bodies (22b) formed at the corners of the cushion plate (22) among the cushion plate protruding bodies (22b). The cushion plate (22) is formed by compressing silicon or rubber, or molding using silicon or rubber, or foaming using urethane, and the fitting pins (21c) of the upper plate (21) is fitted into the fitting holes (22c) on the cushion plate (22).
