Some embodiments of the present invention, provided are a device and a method for controlling authority setting for an administrator and a user separately in a construction machine wherein the equipment administrator of the construction machine can be given priority for each function and an operator can be managed to operate in an operation environment desired by the administrator. The device for controlling authority setting in a construction machine comprises: a storage part for storing passwords for an administrator and a user, information on authority impartment and information on the use of each item; an input part for receiving a password from an administrator or a user and receiving the information on authority impartment and the information on the use of each item; a display part for displaying an interface for setting a password and displaying an interface for setting each item; and an authority setting control part for setting a password and setting authority impartment for each item and the use of each item.
