The present invention relates to a snow melting device and a black ice prevention method to improve the driving stability of a vehicle by measuring the outside temperature, the outside air humidity, and the road surface temperature of a section of a ramp, a regular shade, and a bridge and preventing slips caused by black ice or the like. The snow melting device comprises: a sensor part comprising an atmospheric sensor to measure the outside temperature in real-time, an air humidity sensor to measure the outside air humidity in real-time, a first detection sensor to detect snow or ice in real-time, a road surface temperature sensor to measure the surface temperature of a road, and a second detection sensor to detect snow or ice in real-time; a control part; an underground heat exchanger; a geothermal circulation pump; a heater pump; a thermal storage tank; a convection circulation pump; a snowmelt circulation pump; and a plurality of three-way electromagnetic valves to be opened and closed by a signal from the second detection sensor. The black ice prevention method using the snow melting device comprises: a step (a) of measuring or detecting the road surface temperature, the outside temperature, the outside air humidity, the snow cover, and the frozenness in real-time with the sensor part; a step (b) of driving the snow melting device, including a snow melting device standby mode, a snow melting device driving mode, and a black ice driving mode; and a step (c) of carrying out a post-treatment in order to prevent water as melted snow or ice from freezing again by using the snow melting device driving mode or the black ice driving mode.
