The present invention relates to a pharmaceutical composition for preventing and treating atopic dermatitis including a stem cell obtained through a subfractionation culturing method. The stem cell separated by a subfractionation culturing method of the present invention controls proliferation of T cell and/or production of IFN-γ and IL-4, and controlls proliferation of B cells and/or production of IgE. Moreover, the stem cell controls class conversion DNA recombination, and/or controls a plasma cell differentiation of plasma, and significantly releases sympton in an animal model of atopic dermatitis induced with OVA , thereby being used as an effective treating agent for atopic dermatitis.
