The present invention relates to a rescue signal transmission device and method that links a mobile communication terminal to a distress rescue terminal and that automatically transmits a rescue signal through a distress rescue network different from a voice call transmission network in case of a failure to transmit a voice call from the mobile communication terminal and the rescue signal transmission device is composed of a first terminal that processes a voice call upon user′s request by using a first network and provides the distress rescue message generation information if a connection to the first network for voice call processing is not available, and a second terminal that generates a distress rescue message based on the distress rescue message generation information provided by the first terminal and transmits the generated distress rescue message to the destination through a second network.
