According to features of the present invention, provided is a wheel cover device for a vehicle, which comprises: a fastening plate (110) fastened to a side portion of a vehicle wheel (11) in an upright position; a bearing unit (120) fastened to a central portion of the fastening plate (110); a fixed shaft (130) which is inserted and coupled to a central portion of the bearing unit (120) and is rotatably fastened to the fastening plate (110) with the bearing unit (120) as a medium; a wheel cover unit (140) in which an end portion of the fixed shaft (130) is fastened to an inner central portion thereof and which covers the side portion of the vehicle wheel (11) by being formed in a disk shape and has a predetermined image (143) displayed on the outer side thereof; and an impeller (150) which is fastened to an inner lower portion of the wheel cover unit (140) and is rotated in the opposite direction with the vehicle wheel (11) by running wind power that is introduced in accordance with the driving of a vehicle (10).
