PROBLEM TO BE SOLVED: To enable quick planning of arrangement of a measuring device in a power system.SOLUTION: The arrangement plan support apparatus comprises: a memorizing section that memorizes power system data showing arrangement of a facility and a measuring device in a power system and power condition data showing power delivered to the power system and loads in the power system; an arithmetic operating section that executes an arithmetic operation for determining the arrangement on the basis of the power system data and the power condition data. By the arithmetic operation, a plurality of positions of load center points complying with a plurality of load center point conditions respectively are determined as load center points in the power system by using the power system data and the power condition data; a plurality of voltage distributions based on the plurality of positions of load center points respectively are calculated voltage distributions in the power system by using the power system data and the power condition data; variation amounts showing the level of voltage variations between the plurality of voltage distributions are estimated; and it is determined whether or not the variation amounts satisfy a predetermined variation condition.
