PROBLEM TO BE SOLVED: To solve the problem that, when encoding buffer description information relating to a reference image of dynamic image predictive encoding, the same information is iteratively encoded and a number of bits are used.SOLUTION: A dynamic image predictive encoding device includes: input means for inputting a plurality of images forming a dynamic image; encoding means for performing predictive encoding on a target image while defining an image that is encoded in the past and restored later, as the reference image and generating compression image data; restoration means for decoding the compression image data and restoring them into a reproduction image; image storage means for storing the reproduction image as the reference image for encoding subsequent images; and buffer management means for controlling the image storage means. The buffer management means encodes buffer description information BD[0] of a first image without referring to the buffer description information of an image different from the first image, encodes buffer description information BD[k](k>0) of a subsequent image while referring to the buffer description information of an image different from the subsequent image, and adds these encoded data to the compression image data.
