SOLUTION: An off-line terminal 2 is not connected to a network NW of a license management server 4 that issues a license of a business application 22 and has a business application 22 installed, and the off-line terminal 2 comprises a data input/output unit 42 that writes in a USB memory M to be connected to an off-line terminal connected to the network NW.
