PROBLEM TO BE SOLVED: To provide a control performance diagnostic device and a control performance diagnostic program capable of improving the convenience. ! SOLUTION: The control performance diagnostic device includes: an acquisition section; a first calculation section; and a second calculation section. The acquisition section acquires a targeted value which is input to a control unit, a measured value which is measured on a target unit controlled by the control unit, and an operation amount which is output by the control unit based on the targeted value and the measured value. The first calculation section calculates a first index value which represents the quick response of the control unit based on the targeted value acquired by the acquisition section, the measured value and the operation amount. The second calculation section calculates a second index value which represents the disturbance suppression performance of the control unit reflecting the first index value. !
