The purpose of the present invention is to effectively ease congestion inside of a transportation facility by efficiently guiding users who are standing by in a transportation facility such as a railway station. A system for guiding the flow of people (1) comprises the following: a necessary standby amount calculation unit (20) that acquires from the service state of a train line, the number of people who can get on a train at each station, and calculates for each station the number of people who cannot get on the train at each station, as the necessary standby amount, by subtracting the number of people demanding train use which is held beforehand; a standby area selection unit (30) that executes processing for holding a plurality of useable areas obtained from each station as standby areas, in association with the capacity of each area, and selecting in a prescribed order areas from among the standby areas as guidance destination standby areas, and such processing is repeated until the total capacity reaches at least the necessary standby amount; and a guiding unit (40) that broadcasts guiding information for guiding people to the selected guidance destination standby area. |
