PROBLEM TO BE SOLVED: To attain a Tsunami monitoring system that detects an ebb tide serving as a precursory phenomenon of a Tsunami only with an image system.SOLUTION: A laser irradiation camera 1 disposed so as to photograph a seashore is configured to photograph an image of a coast line; measure point group data serving as three-dimensional coordinate data on each point of the coast line by laser irradiation; and transmit the measured point group data to a water level measurement processing unit 2. The water level measurement processing unit 2 is configured to measure a water level of each point of the coast line using the point group data transmitted from the laser irradiation camera 1, and when the water level of each point of the coast line measured by the water level measurement processing unit 2 exceeds a threshold, an abnormality detection processing unit 4 is configured to produce a warning. |
