The present invention prevents a vehicle from starting to move when brought into a half-clutch state by a driver when a clutch lower switch is suffering from an "on" failure. This engine starting control device for an internal combustion engine vehicle with a manual transmission is equipped with: a manual transmission (3); a clutch upper switch (28); a clutch lower switch (29); and an engine control module (20) that starts the engine (1) upon determining, on the basis of switch signals, that a clutch pedal (12) has been operated while the engine (1) is in a stopped state. If a switch signal (ON) that indicates a pedal-stepping end operation is detected by means of the clutch lower switch (29) when switching of the switch signal from the clutch upper switch (28) from a signal (OFF) that indicates a foot-released state to a signal (ON) that indicates a pedal-stepping start operation is detected, the engine control module (20) prohibits the engine (1) from being started.
