A method for decoding a multilayer video signal according to the present invention is characterized by comprising the steps of: determining a responsive picture of a reference layer used in prediction between layers of current picture of current layer based on at least one among sub-layer number information or maximum time level indicator; upsampling the determined responsive picture, and generating an interlayer reference picture of the current picture; generating a reference picture list including time reference picture and interlayer reference picture of the current picture; and performing interprediction of the current picture based on the generated reference picture list.
