A method for transmitting and receiving a signal by a base station in a mobile communication system according to an embodiment of the present specification comprises the steps of: receiving a first message including service request information from a terminal; transmitting a second message including the service request information to a mobility management entity; receiving a third message including context information on the terminal from the mobility management entity; and determining a deactivation timer value for the terminal on the basis of the context information. According to an embodiment of the present specification, when a voice call occurs, the connection to a calling side user terminal is maintained until a receiver answers the phone and a call setup is completed. Therefore, the present invention can prevent a part of user's voice from being lost.
