PROBLEM TO BE SOLVED: To provide a developing device, process cartridge, and image forming apparatus enabling an efficient reduction in scattering of toner and recovery of scattered toner, even when suction means for directly sucking the air inside the developing device and suction means for sucking the air at a position in the vicinity of a developer carrier are concurrently provided in the developing device, without the interference between both suction operations. ! SOLUTION: A developing device 13 is concurrently provided with a first suction unit 30 (first suction means) that directly sucks the air inside the developing device and a second suction unit 40 (second suction means) that sucks the air at a position in the vicinity of a developing roller 13a (developer carrier), and performs a suction operation only with the first suction unit 30 during a developing process and performs a suction operation only with a second suction unit 40 after the developing process. !
