Disclosed are a carrier aggregation implementation method, a method and device for carrier availability detection, including: a network side receives capability information reported by a terminal and indicating that whether the terminal supports a carrier aggregation for a licensed frequency band and a license-exempt frequency band; when the capability information indicates that the terminal supports the carrier aggregation for the licensed frequency band and license-exempt frequency band, determined is an available carrier, which is supported by the terminal and currently available, in the license-exempt frequency band; for the terminal, a carrier in the licensed frequency band is configured as a main carrier and the available carrier is configured as an auxiliary carrier; and the carriers are aggregated by using the main carrier and the auxiliary carrier to communicate with the terminal.
