PROBLEM TO BE SOLVED: To provide a method for making appropriate the amount of toner charged with an appropriate charge amount in order to always form an excellent image even when the use environment is changed, and to provide an image forming apparatus and a developer. ! SOLUTION: Two kinds of first carrier C1 having an average charge amount of 23 μC/g and a second carrier C2 having an average charge amount of 41 μC/g are mixed with toner to give a developer D. The appropriate charge amount for development of the developer D is in the vicinity of 30 μC/g. The appropriate amount of the toner is present in the center of the distribution of charge amounts of the toner at an ordinary temperature and humidity of 25°C and 50%.
