PROBLEM TO BE SOLVED: To provide a fundamental frequency prediction device capable of predicting a fundamental frequency by taking an impact on a local component by a global component into consideration without requiring input of the local component of the fundamental frequency.SOLUTION: A fundamental frequency prediction device includes: a global frequency acquisition unit that acquires a global frequency, a prediction value of a representative value of a fundamental frequency in each accent phrase of plaintext from a text analysis result obtained by text analysis of the plaintext; a feature amount string acquisition unit that acquires a feature amount string including a quantized feature amount obtained by quantizing the global frequency; and a local frequency prediction unit that predicts a local frequency that is an average value and a dispersion value of a fundamental frequency corresponding to a set per set of prescribed phonemes of the plaintext by using a classification model pre-studied using a feature amount string including the quantized feature amount as learning data.
