PROBLEM TO BE SOLVED: To provide an image forming apparatus and a program that suppress a developer from leaking out of holding means for holding the developer due to a variation in potential of an image holding body in response to electricity elimination, compared with the case where an electricity elimination object area in a destaticization state reaches a developer transition position. ! SOLUTION: When an image forming apparatus cancels, with the start of electricity elimination, the state of removing dirt from application means by using the potential difference generated under the condition of the termination of electricity elimination (step 164), controls so that an adjustment potential having a potential polarity of holding means is applied to an electricity elimination object area subjected to the electricity elimination before the electricity elimination object area reaches a developer transition position (steps 158 and 160). !
