A method for decoding a multilayer video signal is characterized by determining a responsive picture of a reference layer used in prediction between layers of a current picture of a current layer based on at least one among sub-layer number information or a maximum time level indicator of the reference layer, generating a reference picture list including a time reference picture of the current picture and the responsive picture, and performing interprediction of the current picture based on the generated reference picture list.
