<p><P>PROBLEM TO BE SOLVED: To provide a measurement device, a measurement method and a measurement program, aquiring information for correctly evaluating deterioration in a walking function. <P>SOLUTION: The measurement device 100 is set on the lower-back center of a user. The device 100 includes a conversion section 120 for aquiring output from a sensor 110 for measuring acceleration or pressure to be applied to the human body; and a control means 140 for measuring a ground contact time of both feet as the time required between the instant when the heel of one foot comes into contact with the ground and the instant when the tiptoe of the other foot leaves from the ground during walking on the basis of the output of the sensor.
