A method for allocating a time and frequency resource for a resource request indicator (RRI), a method for transmitting an RRI, and a device thereof are provided, which relate to a wireless communication technique and reduce the overhead of the time and frequency resource. The method for allocating a time and frequency resource for an RRI includes: allocating codes for an RRI and other uplink control signaling; and multiplexing the RRI and other uplink control signaling in the same time and frequency resource in a code division manner.
