<p><P>PROBLEM TO BE SOLVED: To improve continuity of communication of a terminal device with a network. <P>SOLUTION: In a network system 100, a network device 101 detects a communication state of an authentication server 102. When the detected communication state of the authentication server 102 is a communicable state, the network device 101 determines a first authentication system as an authentication system used for authenticating a client terminal 103. On the other hand, when the detected communication state of the authentication server 102 is a non-communicable state, the network device 101 determines a second authentication system as the authentication system used for authenticating the client terminal 103.
