A. Provided is a panel for absorbing vibration and noise in an elastic body mounted valley board form. By linearly or crossly attaching an elastic body in a linear or band structure on the surface of a flat base material, and attaching an elastic body in a plate or weaving structure on the surface of the flat base material as a plate shape, a plate for absorbing vibration and noise is manufactured as the base material and the elastic body are integrated. By bending the plate for absorbing vibration and noise where the base material and the elastic body are integrated with a rolling compressor in which a valley and a peak are formed, or flat-pressing the same with a mold in which a valley and a peak are formed, a panel for absorbing vibration and noise in an elastic body mounted valley board form is completed and provided where the valley and the peak with certain thickness are formed at regular distance. B. Provided is a panel for absorbing vibration and noise in an elastic body embedded valley board form. By linearly or crossly attaching an elastic body in a linear or band structure between upper and lower flat base materials, or attaching an elastic body in a plate or weaving structure on the surface between upper and lower flat base materials as a plate shape, inputting, pressurizing, and attaching an adhesive into upper and lower flat base materials and an elastic body inside, embedding the elastic body inside and attaching upper and lower flat base materials with thermal welding (high frequency, ultrasonic waves), and embedding the elastic body inside and sealing and attaching upper and lower flat base materials, a plate for absorbing vibration and noise where the base material and the elastic body are integrated is manufactured.
