<p><P>PROBLEM TO BE SOLVED: To impart consistent priority to each application by considering safety during a drive even if the plurality of applications are individually developed. <P>SOLUTION: A plurality of functions showing different features which are used when executing the applications and are defined in advance, five-sense degree of association considering distraction of five senses with respect to driving according to five senses on which a feature shown by each of the plurality of functions acts and the degree of information urgency are stored in a function storage section 24 by being associated with each other. A priority scoring section 26 imparts priority to an unregistered application on the basis of a driving degree of association corresponding to the relevance of the five-sense degree of association stored corresponding to the function that the application uses, the degree of information urgency, and the application, to driving, and the application is registered by an application registration section 28.
