<p><P>PROBLEM TO BE SOLVED: To provide a rubber composition for a tire capable of improving low fuel consumption, and to provide a pneumatic tire in which the rubber composition for a tire is used for tire members (particularly, sidewall packing, a base tread and/or a breaker cushion). <P>SOLUTION: The rubber composition for a tire includes a modified natural rubber having a phosphorus content of≤200 ppm, a compound represented by formula (1) and/or formula (2), and a carbon black. The content of the modified natural rubber in 100 mass% of the rubber component is≥80 mass%, the content of the carbon black is 20-60 pts.mass based on 100 pts.mass of the rubber component, and the total content of the compounds represented by formula (1) and formula (2) is 0.5-8 pts.mass based on 100 pts.mass of the carbon black and silica. In formula (1), p represents an integer of 2-8.
