<p><P>PROBLEM TO BE SOLVED: To improve accuracy of specifying a warning target terminal related to a person likely to be infected. <P>SOLUTION: A server 4 comprises a collection unit 41 for collecting, from a mobile terminal 2, an action history including a user ID for identifying the mobile terminal 2, a staying area for identifying a position of the mobile terminal 2 and staying time for identifying the time at the position, and storing the action history in an action history table 34. Further, the server 4 comprises a specifying unit 42 for, when the user ID of the mobile terminal 2 of an infected person is detected, specifying the user ID of the mobile terminal 2 which has been present within a dangerous area inside the same space during a specified period on the basis of the action history including the user ID of the infected person.
