In order to make full use of available radio resources when transmitting downlink control information in a radio resource region for downlink shared data channel, the present invention provides a radio communication method in which a radio base station configures a plurality of resource sets for a user terminal, each of the resource sets including a plurality of resource blocks allocated to an enhanced downlink control channel and notifies the user terminal of enhanced downlink control channel allocation information. The user terminal detects resource blocks allocated to the downlink shared data channel for the user terminal, based on the enhanced downlink control channel allocation information. The enhanced downlink control channel allocation information indicates resource blocks that constitutes each of the resource sets and a resource block that constitutes an other resource set in a same resource block group as the resource blocks of the resource sets.
