<p>PROBLEM TO BE SOLVED: To provide a dynamic image encoding device capable of preventing error from being propagated into a refreshed region by a predictive vector of a motion vector in the case where an intra-refresh system is adopted.SOLUTION: A dynamic image encoding device (1) includes: a refresh boundary determination part (10) for determining the position of a boundary in a second picture subjected to encoding in accordance with the position of a boundary between a refreshed region and a non-refreshed region in an encoded first picture and a refresh update size; and a restriction block identification part (11) for identifying a first sub block, that is a unit of motion compensation, included in a refreshed region of the second picture and possible to select a motion vector in the non-refreshed region of the first picture as the predictive vector of the motion vector, as a first restriction object sub block that does not utilize the predictive vector, on the basis of the positions of the boundaries in the first and second pictures.</p> |
