SOLUTION: A borate waste cement solidification treatment method includes: a volume reduction step S101 of reducing a volume of a borate waste 1 to prepare a solidification target; a first kneading step S102 of kneading the solidification target, kneading water 4, and a hydraulic solidification material 5 to prepare a first mixture; and a second kneading step S103 of kneading powdery and/or granular carbon-based fine aggregate 6 with the first mixture to prepare a second mixture. !
