PROBLEM TO BE SOLVED: To provide a vehicle control device that can prevent an influence on operation of a succeeding train and secure comfort of passengers even when an engine cannot be started. ! SOLUTION: Travelling engines 5 are stopped while a vehicle is stopping so that fuel or the like to be consumed by the travelling engines 5 can be saved. While engines 6 serving as generators that are used as a driving source and a travel driving source for a generator 7 are operated so that power is supplied by the generator 7 to an air conditioner 10. This can secure comfort of passengers. As the engines 6 serving as generators are operated so as to obtain driving force required to depart a railroad vehicle 1, the railroad vehicle 1 can be departed using the engines 6 serving as generators even when the travelling engines 5 cannot be started.
