A virtualization service device according to an embodiment of the present invention comprises: a network monitoring unit for receiving a virtualization service request for contents and network delay time information from a terminal; a contents monitoring unit for setting a delay limit according to a type of contents; a transmission rate control unit for setting a transmission rate according to an available band width of a network; a contents bit rate control unit for setting a contents bit rate according to the transmission ate, relay limit, and network delay time; an encoding configuration control unit for setting resolution and a frame rate according to the contents bit rate and type of contents; a contents quality control unit for encoding contents according to the resolution and frame rate; and a transmitting unit for transmitting the encoded contents to the terminal.
