PROBLEM TO BE SOLVED: To provide a carbon catalyst exhibiting improved catalytic activity, a method for producing the carbon catalyst, and an electrode and a cell each of which is obtained by using the carbon catalyst.SOLUTION: The carbon catalyst has such a carbon structure that a ratio (I/I) of the maximum peak intensity (I) at 18.0°-26.5° diffraction angle to that (I) at 11.5°-15.0° diffraction angle exhibits 0.8-11 in an X-ray diffraction method. It does not matter if the carbon catalyst contains a carbonized material obtained by carbonizing a raw material containing fullerene soot and a metal.
