PROBLEM TO BE SOLVED: To provide a cesium-adsorbing composite material and a manufacturing method of the material which contribute to an effective adsorption work in radioactive cesium adsorption, and in which selective cesium adsorption performance that Prussian blue includes is fully utilized, easiness of handling as an adsorbing material is improved, and elution of iron and cyanide being components of Prussian blue is suppressed as well. ! SOLUTION: A manufacturing method of cesium-adsorbing composite material has: an adhesion process of adhering Prussian blue-based adsorbent to base material activated carbon to obtain carrying activated carbon; and a coating process of adding coating agent being cellulose-based resin to the carrying activated carbon to coat a surface of the carrying activated carbon, and obtaining coating activated carbon, and includes a heating process of heating the coating activated carbon after the coating process.
