PROBLEM TO BE SOLVED: To efficiently perform optimal cell setting by a simple method at a base station in performing carrier aggregation.SOLUTION: In setting carrier aggregation, a base station performs first determination about whether or not a primary cell is changed assigned to a mobile station on the basis of a result of measurement received from the mobile station. When there is no change to the primary cell, the base station performs second determination about whether or not setting of a secondary cell is possible with respect to each carrier aggregation target cell other than the primary cell on the basis of baseband processing information, determines whether to set the secondary cell with respect to the mobile station on the basis of a result of the second determination and complete cell setting, to stop the cell setting processing, or to retry the cell setting processing, and when it is determined that setting of the secondary cell is inappropriate in the second determination, determines retrial in accordance with a factor to be inappropriate. |
