PROBLEM TO BE SOLVED: To appropriately collect energy consumption information of a base, while reducing loads of a network and a management device.SOLUTION: A prediction unit 22 calculates or acquires a power demand prediction value consumed in a base for each prescribed time. A setup unit 23 determines whether or not there are power excess prediction time zones where power demand prediction values exceed a power target value. When there is a power excess prediction time zone, the setup unit 23 sets, to each base device, a time zone for shortening a collection cycle for collecting the power consumption information from each base more than a normal one on the basis of difference time between the prediction time and a time when the power excess prediction time zone is started and excess power of the power demand prediction value with respect to the power target value.
