PROBLEM TO BE SOLVED: To provide a transmission control system capable of dynamically ensuring an appropriate buffer amount with no data loss while maintaining an OFDM frame configuration of the respective stations.SOLUTION: The transmission control system transmits a piece of content while ensuring synchronism between a master unit and a slave unit. The transmission control system includes: a frame number reception section that receives a frame number acquired from the slave unit; a buffer control section that controls the buffer for the master unit and the slave unit based on the frame number acquired from the slave unit; and a transmission control section that sets a transmission start frame number smaller than a minimum number or a maximum number in the frame number acquired from the slave unit and transmits the transmission start frame number to the slave unit together with transmission start time.
