PROBLEM TO BE SOLVED: To increase construction efficiency of water jet peening.SOLUTION: A pre-evaluation method of water jet peening executes: a condition setting step (S2) of setting a construction condition of water jet peening toward a construction object; an analysis step (S6) of analyzing a jet flow at the time of jetting fluid from a nozzle model toward a construction object model, in order to obtain a void ratio being a volume fraction of air bubbles contained per unit volume of the fluid, and a collapse rate being a volume of air bubbles collapsing in a unit time in the unit volume of the fluid, at each position on a surface of the construction object model; a calculating step (S9) of an impact pressure correlation value of obtaining an impact pressure correlation value as a product of the void ratio and the collapse rate at each position; and a range calculating step (S10) of obtaining an effective processing range in which the impact pressure correlation value on the surface of the construction object model becomes larger than a predetermined value, from the impact pressure correlation values at each of the positions.
