PROBLEM TO BE SOLVED: To reduce an iron loss even when magnetized in a direction having an angle with respect to a rolling direction.SOLUTION: In a vector magnetic characteristic controlled material according to the present embodiment, scratch treatment is applied to the surface of a steel material in two direction crossing each other. An iron core according to the present embodiment is constituted of grain oriented magnetic steel in which the scratch treatment is applied to the surface in two directions crossing each other.
