PROBLEM TO BE SOLVED: To provide a heat storage control device and a heat storage control method for an energy network which enable an entire local community constituting the energy network to effectively utilize energy with a simple configuration while curbing an energy cost of the energy network.SOLUTION: A heat storage control device controls: a supply water temperature of cooling water output from an absorption cooling machine 802 on the basis of an operation plan established in accordance with an energy demand prediction in an energy network 100; and a return flow rate of the cooling water returned from a heat exchanger 807 to the absorption cooling machine 802 on the basis of an inlet temperature of the cooling water input to the heat exchanger 807 and a return temperature of the cooling water returned from the heat exchanger 807 to the absorption cooling machine 802.
