SOLUTION: In a case where an FPGA 1151 is updated, an MPU 1111 receives a new farm package 1132 via a communication part 1171, and stores it in an MPUFMEM 1131, and updates the farm package 1132. The MPU 1111 reads out FPGA data 1135, stores FPGA data 1142 in an FPGAFMEM 1141, and reconfigures the FPGA 1151. The farm package 1132 after update includes an MPU farm 1133, the FPGA data 1135, and an FPGA diagnosis program 1137. The FPGA diagnosis program 1137 is a program for diagnosing the FPGA 1151, and diagnoses all circuits (new circuits) added by the update and only circuits required for an operation of the new circuits.
