PROBLEM TO BE SOLVED: To change a ratio of an RS latch circuit that outputs a random number or a constant number.SOLUTION: An electronic circuit 1 includes: a plurality of RS latch circuits 10-1 to 10-N each becoming metastable in accordance with an inputted clock signal; a determination part 50 and a selection part 20. The determination part 50 determines whether output from each of the plurality of RS latch circuits 10-1 to 10-N is a random number or a constant number. In accordance with a determination result of the determination part, the selection part 20 selects whether to maintain the clock signal to be inputted to each of the plurality of RS latch circuits 10-1 to 10-N, to change the clock signal into another clock signal of a different frequency or to change the clock signal into a signal for fixing an output signal.
