PROBLEM TO BE SOLVED: To provide a deformable material capable of being greatly displaced by a low voltage, a manufacturing method that enables efficient manufacture of the same, or an actuator. ! SOLUTION: A deformable material includes a deformable polymer which includes a stimulus-responsive compound, having a molecular structure deformed by oxidation reduction reaction, as a component and which has a network structure, and an electron transfer substance which is configured as a polymer material having a partial structure of at least one of a ferrocene structure and a viologen structure within a molecule.
