Disclosed is an apparatus for automatically controlling cooling and heating of railroad cars using variable load. According to an embodiment of the present invention, the apparatus for automatically controlling cooling and heating of railroad cars using variable load comprises: a temperature sensor measuring the indoor temperature of a car; a weight sensing unit sensing weight change according to density of passengers in the car; a cooling unit cooling the inside of the car; and a control unit calculating the density of the passengers in the car from a sensing result of the weight sensing unit, operating the cooling unit when the indoor temperature supplied from the temperature sensor is higher than the predetermined setting temperature, and revises the final cooling temperature of the car as the temperature (final cooling temperature = setting temperature - weight correction value) which deducts a predetermined weight correction value from the setting temperature according to the calculated density of the passengers.
