PROBLEM TO BE SOLVED: To appropriately estimate a video reproduction state even in a video distribution service that performs adaptive rate control.SOLUTION: A video reproduction state estimation device for estimating a reproduction state of video data in a terminal in a video distribution system for distributing video data from a distribution server to the terminal for the unit of a chunk includes: image quality estimation means for estimating image quality of each chunk acquired from capture data of the video data on the basis of a chunk length of each chunk; and buffer processing means for successively storing the chunk in a virtual buffer at every observation time of the chunk in the video data, defining a chunk with the earliest observation time among the chunks in the virtual buffer as a reproduction object, erasing the chunk after the passage of a duration of the chunk, defining the duration of the chunk as a time during which a video image of image quality corresponding to the chunk is being reproduced, and storing information about the time and the image quality in a storage part.
