The present invention relates to an apparatus for attenuating a fall speed of a life boat using a friction clutch, which comprises: a winch fixated on a ship winding rope connected to a life boat; a friction clutch limiting a rotational speed of the winch in accordance with rotation of the winch under a predetermined speed in case a life boat is left from a ship; and a separation type ring fixated on a ship and separated from a ship in case rope comes loose up to a predetermined length in the winch. According to the present invention, in case a life boat falls down at a high position, there is no possibility wherein damage and impact to a ship itself occur, and further a fall speed can be mitigated for the life boat to be in a safe area in case of being left from a ship to secure safety.
